Gov. Corbett lays out budget proposal

Tom Corbett today laid out a bold, risky $28.4 billion budget plan that offers more money for public education provided lawmakers approve monumental changes in how booze is sold and state pensions are earned. While keeping taxes flat for a third straight year, Corbett would increase state spending for the first time in a tenure marked by steep budget cuts but no major tax increases. In 2013-14, Corbett would raise spending by 2.4 percent to $28.4 billion. He would do it by selling the state liquor system to fund a $200 million grant to public schools, and change the pension system for current workers and future employees to save a combined $310 million, and pay for $510 million in highway and bridge projects.
