GOVERNOR ED RENDELL SAYS NO TO THE PROPOSED BUDGET THAT WAS AGREED FRIDAY

One day after lawmakers announced a proposed budget agreement, Governor Ed Rendell threatened to veto the plan if changes aren't made.

The proposed $28 million spending plan includes no broad-based tax increases and no program eliminations. The proposed budget includes a 25-cent tax on a pack of cigarettes and legalization of table games at the state's slot-machine casinos.

"This is a budget they could have sent to me in June. What have we been doing the last 10 weeks? I thought we were fighting for education and health care and economic development. I thought we were fighting for a budget that took care of our problems this year and next," the governor said Saturday.

Pennsylvania is the only state without a budget and 74 days overdue.

Rendell said he hopes to meet again with top legislators Sunday night.
